Ed is a Firm shareholder resident in the Tallahassee office. He is a complex commercial litigator with extensive experience in federal and state courts and administrative tribunals. His practice encompasses the representation of companies transacting business with state and local governments, and the representation of companies in private commercial disputes. Ed has significant experience representing companies across a wide variety of industries in government procurement matters, including bid protests at state and local government levels. He also has broad experience in construction law, representing contractors, subcontractors, and sureties throughout Florida.
Ed spent the first seven years of his career practicing complex commercial litigation at the Orlando and Miami offices of some of the country’s largest law firms. In 2005, he relocated his practice from Miami (his hometown) to Tallahassee to be at the heart of Florida’s state government. From Tallahassee, Ed serves clients throughout the Panhandle, North Florida, Central Florida, and Miami.
Ed was born and raised Miami, Florida. He and his wife, Melissa Reboso-Lombard (also a Miami native) have one daughter. He enjoys spending time with his family and is an avid FSU sports fan.
Relevant Experience:
- Defended contract award to telecommunication company in bid protest proceeding by competitor for multi-year, multi-million dollar telecom contract with one of Florida’s largest agencies.
- Represented construction contractors in bid protest proceedings challenging government contract award decisions.
- Represented companies from various industries, including IT, healthcare, and third party administration, in bid protest proceedings -- both defending contract awards and challenging awards by local and state government entities.
- Represented individuals and companies in administrative proceedings against state agencies under Florida’s Administrative Procedure Act.
- Represented construction contractor in prosecuting claims for delay against material suppliers and against subcontractors.
- Represented construction contractor in prosecuting claims against local governments for damages resulting from differing site conditions and defective plans.
- Represented paving subcontractor in claims for unpaid contract balance.
- Represented engineer against professional malpractice claim by owner.
- Defended sureties on payment and performance bonds in a variety on public and private construction projects.
- Represented technology company in prosecuting claims of unfair competition, breach of fiduciary duties, and conspiracy against a competitor and former management level employees.
- Defended multinational financial institution in action for tortious interference with contract and conspiracy.
- Prosecuted Lanham Act claim for leading insurance company.
- Defended leading securities firms against customer claims for breach of contract, fraud, and securities laws violations.
- Represented litigation committee of Board of Directors of Fortune 500 company in shareholder derivative action.
- Represented investigation committee of publicly traded company regarding internal investigation of whistleblower allegations.
- Represented biotech pharmaceutical company in product licensing dispute.
- Represented Fortune 500 companies in a variety of contract and business disputes.
